Obama Credit Card Relief…is it real?

I’ve heard that Obama passed something that helps people with more than 10k in credit card debt get out of debt a bit. I received a postcard in the mail titled “Settlement Balance Notification”. Is this fake? Obama is the real thing? Where can I find info on this? I am certainly more than 10k debt in credit card. Classic case of letting the credit cards get away from me and then before I knew it, I was in tons of debt and forced to use credit cards to pay bill Which sunk me deeper. Please Help!
